Boil the rice. In a small bowl, combine soy sauce, peanut butter, vinegar, and cayenne pepper. Set aside.
Heat oil in a pan over high heat. Add chicken chopped in small pieces, garlic and ginger, cook constantly stirring, about 5 minutes.
Reduce the heat to medium and add green onions, broccoli, peanuts and a mixture with peanut butter. Cook stirring for 5 minutes, or until broccoli is tender. Serve on rice pad.
