Cut the meat into small pieces and fry in vegetable oil, then add chopped onions and grated carrots. Sauté a little.
Transfer to a pan, add the chopped potatoes, a little water, cover and cook until the potatoes are soft.
Then add cabbage without juice and tomato paste, salt and pepper to taste. Stir, add water as needed and simmer until tender, about 15 minutes.
Sprinkle with herbs and serve.
