Pre-boil potatoes, carrots and eggs. Clean it all up.

Grate the potatoes as well and put them on the carrots, brush a little with mayonnaise.
Cut the onion into rings.
Disassemble herring on fillet and cut into pieces.
Put the pieces of fish on the potatoes, lay the onion rings on top. Mix mustard with vegetable oil and lemon juice, pour the resulting sauce on top onion.
Grate the eggs and cover the onions. Lubricate with mayonnaise.
The final layer is grated cheese.
