Mix the mint with lemon zest in a jar. Pour vodka, cover tightly with a lid. Put in a dark place for 10 days.
Mix sugar with water and boil the syrup until sugar is completely dissolved. Chill.
Strain the tincture through several layers of gauze and mix with sugar syrup. Cover and place again in a dark place for 10 days.
