Peel and cut the fish into portions. Salt, roll in flour and fry in vegetable oil.
Dice tomatoes, peppers and onions, grate carrots on a coarse grater.
Place the vegetables in the pan where the fish was cooked, add the tomato paste and simmer until half cooked.
Add vegetables to the vegetables, salt, pepper to taste, add bay leaf and simmer for 15 minutes under the lid.
