In the same place - tomato paste, diced tomato. Pour water. Salt, sugar, spices. Cook for about 25 minutes, stirring. The same amount of time it takes rice (rice should be a little stiff).

~5 minutes before cooking, add parsley and mussels to the pot.

Stir the mussels with the rice, adding a little water if necessary. Cook for 5 minutes, stirring. After this time remove from the stove, cover and leave for 15-20 minutes.
