Soak gelatin in water.
Peel and slice the fish. Put in a pan, add peeled carrots, a little salt and pepper and fill with water to completely cover. Cook until cooked for 30 minutes.
Pull out the fish and remove the skin from it.
Strain the broth and boil for another 30 minutes.
Add gelatin to the broth, dissolve it without bringing to a boil. Add raisins and honey. Adjust the taste as you like. Chill.
Put the fish in a dish, garnish with carrots and parsley, fill with broth. Put in a cool place until completely solidified.
