Heat half the oil in a pan. Cut the meat into cubes and fry until golden brown, then pour in the water and simmer under the lid until soft, for about 15-30 minutes, depending on the meat.
Peel the potatoes and cut into slices, fry until golden brown in the remaining oil.
Dice onions and cucumbers, fry in a pan where potatoes were fried for several minutes. Then add tomato paste, salt, chili pepper and paprika, pour in a little water and simmer for 3 minutes.
Transfer the vegetables to the meat in tomato, and on top of the potatoes, cover and simmer over low heat for 15 minutes. During cooking, mix the dish very carefully so as not to break the potatoes.
